I have passed 12th from MP but my domocile is of haryana. i am eligible for which stae quota of MP or haryana in government colleges

It depends on the government college. Some state college give seats on the basis of domicile certificate. Home state is just the basis for JEE Mains from where you did class 12th. So, your state quota will be Haryana.

You are eligible for the state of which you have domicile certificate. Your quota will be according to domicile certificate. Good luck.
