I have passed Diploma in final year of computer science from a govt. polytechnic. Can I get admission in B.Tech at Delhi University?

Yes, anybody with a Diploma in the respective subject can take up B.Tech lateral entry in Delhi University. Also, you need to produce the certificates mentioned below: These are the instructions provided by Delhi University for 2016 aspirants. Keep in mind that the amount required to grab seat through DD might change this year.
