I have scored 171 marks in JEE paper-2 and I did not write NATA, so which are some cheap and best colleges that I can get for B.Arch?

First of all, your JEE Mains score is not sufficient to get admission in a good government college. You can take admission in top private colleges like VIT, SRM, etc.
