    It is possible to get a seat in veterinary with a rank of 31,000 in TS EAMCET. However, it will depend on the category you belong to and the number of seats available in the colleges you are interested in. According to the TS EAMCET 2022 results, the closing rank for veterinary was 27,000 for the general category and 15,000 for the SC/ST category.     No, you have less chances to get a Veterinary seat as your rank is around 5,000 and your reservation may help you but 5000 rank is almost required for a veterinary seat.
