I have scored 45% in class 12th (commerce). Can I study in Germany?
I completed class 10th in 2010 with 70% and class 12th in 2015 with 45%.

As per your marks, you scored less. So, I think you are not eligible for the same but still for more clarification, just visit the site where you want to apply for higher studies.
