I have scored 49% in class 12th and want to study Bachelors in commerce. Can you suggest the best country for the same?

It is going to be very difficult finding colleges for you. 50% is the cutoff mostly. I can only advise you to check college's websites, attend college fairs and get in touch with them. I can also advise you to check destinations like Czech Republic, Poland, and Malaysia etc. You may also have to do some pre-requisite courses.
