I have scored 51 under ST category but my percentage is below 65%. Can I apply for the next JEE Mains in April 2019?

I can understand and appreciate your enthusiasm and aim to going for admission into one of the IIT's. But I am afraid knowing your marks, as you have mentioned, you are ineligible for admission to IIT. For open category students the minimum percentage for 12th or equivalent is 75% and for reserved category students it is 10% less at 65% . But you have scored less than this. Hence I am afraid you will not get admission in any IIT. However you can clear JEE mains and bid for admission in any of the NIT's.
