Yes, but you won't get good colleges. You can apply in some private universities where criteria is 50%. Good luck.

See Anusha, for going abroad good academics is must because they give priority of admission to meritorious students. So, since your graduation percentage is really very low you need to make your other part of profile stronger like IELTS GRE exam with 320+ score and industry experience (if there).. .
