I have scored 61 in jee main(obc criteria) .cut off for obc is 70. Shall I get admission in this instituon and iyes how?

I guess the answer is no.
To check the cut off for JEE Mains, visit www.eduncle.com/iit-jee
As your scored marks are less than the cut off marks. It will be pretty hard to get admission in any NIT or IIIT.
