I have scored 63% in BE from VTU and scored 313 in GRE. What are my chances of getting into a college in Canada or USA for MS?

It all depend on college what are their requirements. First, select the college in which you want to pursue MS, then directly contact to college administrator. It is very easy way to reach without any agent.
