As your score is not quite enough to get admission in government colleges in Pune or Mumbai. But, there are few chances of getting admission in government colleges in the last round of counseling.

You have a good score in JEE. But to get a government college that too especially in Pune or Mumbai needs to have a quite higher score. But don't worry. Apply to all the government colleges. Then wait till the last round. You might get a good branch in one of the reputed colleges. I hope this helps.
