I have scored 71.15% in 12th. Am I eligible for IIIT? I am preparing for upcoming JEE exam.

No, you are not eligible for IIIT, as the minimum marks required for taking admission in any IITs, NITs or IIITs is first you have to score 75% in class 12th.
