I have scored 83.04 percentile in JEE Mains 2019 and my CRL is 196088, will I get any government college?

Hello Ayush Kushvaha,
JoSAA has announced cut-offs for allowing students to register for admission on their website. I am afraid as the cut-off announced for CRL is 89.7548849, while your percentile is 83.04. Hence you will not be able to register and seek admission in NITs or IIITs or GFTIs. You may seek admission in your state if JEE Mains is the CET of your state.
