I have scored 96 marks in jee mains and 91.2% in isc boards. can i expect any nit in spot round conselling as according to shiksha.com cutof

I have come to know that 10-15% seats in state government universities and coleges are reserved for other state candidates through jee mains. is this true? if yes, can you please guide me how to apply to these colleges. also please suggest some government colleges for mechanical,automobile,civil.
