I have scored in 70 -80 in XII. Would I be eligible for electrical engineering???

You meet eligibility criteria for admission to majority of Engineering colleges. If you have not appeared for Engineering entrance exams or not made to to any then you may evaluate Private Universities where admission process is not stringent.
