I have scored only 41% in ISC but I have done well in graduation scoring marks above 50%, so can I apply for the course in psychology?

Yes, of course. What matters are the marks scored in graduation for admission to PG courses. Of course many universities have started conducting entrance exams for admission to PG courses. If you show same flair in this entrance exam then your chances will improve further.
