Yes, there are chances in the newer/developing IIITs but you may have to wait until the last rounds.

Yes, admission in IIT college doesn't depend on your JEE Main rank, it depends on JEE Advance rank, if you good in that you can but for applying in JEE Advance you need to qualify JEE Main.
