Yes you may go for mechanical engineering course. Your % in XIIth would not hamper your prospects if you got higher score in the AIEEE or in other competitive exams. Did you give the competitive exams for engineering courses?

yes. IGNOU and its affiliated colleges are the best options for you regarding low fees, time, self development, all over valid degree and competency. best luck.
