i have secures rank 1089 in tsicet exam 2020 i graduated in mechanical engineering in 2019 I come under non-local status can i get OU?

Initially congratulations for the good score. To get seat at ou you must have rank below 1000 irrespective for your graduation branch. You can also check previous year councilling seat allotment details which is available in TSICET website in pdf form.
