I have studied e.c.e. 2007-011 till 6th sem. due to half paid coll. fees my college did not forwarded my exam form . what should i do now?

You should talk to the college if they can take you again and let you continue your studies sincerely.

If you are able to pay the fee now then contact your college authorities and continue with the studies of the last 2 semesters. You can begin next year when the new session starts. In the meantime (for the next 6 months) I suggest that you learn & acquire some technical skills related to your subjec
