I have to pay my next year fees rs. 85,000/- for b.sc in clinical laboratory science. recommend me any govt. student facility?

please help me get any help as fast as I can. it can be any government facility or subsidy for students. or any financer who can pay me as a loan with regular interest... as I finding a job now... I'll return the amount as soon as early I can pay...
