To get admission in the University of Delhi, the student needs to register themselves on the CUET portal. After you appear for the examination, the cutoff are announced and you are allotted with a suitable seat in some college as per as your preference list. The student is expected to accept the admission and do the formalities needed to secure the admission. Now, if you have withdrawn your admission from the college you had, you are no longer a part of the process anymore. You have to wait for the next year to again appear for the examination and register for the portal in similar manner.
