I haven't cracked GATE exam, can I do M.Tech in civil engineering? I am a B.Tech civil engineer with 4-years of work experience.

You can get admission only in any private college, because to take admission in a government college or NIT, IIT you have to qualify GATE. Without qualifying gate, you can't get a good college. So, my suggestion is to take a drop and prepare again for GATE. -
You can try Thapar Institute of Engineering & Technology. First, preference is given to GATE qualifiers but after that vacant seats are filled by students who haven't appeared GATE as well. Plus, you have experience so that would give you an edge.
