I hold a degree from foreign medical university (China) am I still eligible to write this exam IAS I'm 26.

Yes, you can, unless you appeared for the MCI screening. Eligibility criteria is to have a degree recognised by the Indian Government, and you need to be a citizen of India. If you qualify it, you will be eligible. Good Luck.
