there may be local area problems and all kind of reservations and an entrance exam. there are quota seats for non-local students.check your status at the outset.

if you want to take admission in B.ed then you need to have 50% marks in graduation , if there is no possibilty then go for distance course and side by side give improvement papaers for increase your marks in graduation
