Decide the country first. Budget depends on the country.

Mbbs is best in india if you wish to practice here later as doing it from abroad will add to the cost.
If you still wish to do it from abroad, china and russia are the most inexpensive one.
Usa the costliest. For china it will cost you around 20 lakh+ . Take a look at the comparison here.
