i m 30 years old married guy from delhi. i have done my graduation in 2003 with 41% marks.can i pass the upsc exam or not

i belongs to scheduled caste community.after 2003 along period i was far from studies

for general upsc candidates age should be between 21 to 30 as on 1st jan 2011. however there is no condition of marks.
