Dear Sir, There is no such govt. rule that you can pursue LLB on distance mode. Bar Counsel of India does not approve this.

Yes, you can pursue. And the fees is below INR. 10,000.

Yes, you can do whichever you want in distance there is less formalities. You can apply anywhere, Annamalai University is also offering this course the fees is around INR. 5000to INR. 6000.Regards.
