Every college abroad have different admission requirements. You should first look up the net for possible university options and decide where to study. Common requirements include GRE, IELTS etc. Popular destinations for agriculture studies include Australia, Netherlands, Japan, US etc. Scholarships are majorly given on merit-basis.
