I'm a graduate in computer science and engineering. Will I be able to do a PG Diploma in business administration in Canada?
My IELTS overall score is 7 (listening-7.5, reading-7, speaking-7, writing 6.5).

Yes, of course. But, IELTS is not a very important component of an application. There are many more factors which will determine whether you get accepted into a good University or not, like SoP, Letter of recommendation, your undergraduate results, CV, etc.
