You can become an IAS officer. You have to give UPSC. You can start preparing for UPSC right now.
But I will suggest you to focus on your engineering degree. Complete it with good grades. But you can surely start reading newspapers (English, Hindi, etc.) for current affairs and some GK book like Ma

Firstly just don't worry. There are very many engineers who clear civil services examination every year. You too can surely clear it with a little bit of coaching and hard work.

In Delhi, there are many good coaching centers. But they will only able to polish your abilities. You have to generate these by studying hard. I can not take any specific name, but if search, you will find good institutes.

You need to study all your subject and GK on regular basis. There are some good books also available in market.
