I'm a XII student waiting to write re-exam & the results will come in July (1st-week). Can I join a degree at this time?

Now my score is only 233/600 and I will have to write one re-exam. My board is Karnataka state board and my stream was commerce. My next interest is to do Bachelors in graphic designing.
