The best time would be, when you think you are most ready for it. Or, you can take your SAT in the month of May or June. Once you have a good score in hand you can start working on building a good profile. This is by far the most important especially for international Asian candidates. Your profile will help you stand out. In case you don't get a satisfactory result, you will also have plenty of time to appear for a retest. So yes, take the SAT as soon as possible.
