I'm an engineering student. I want to take up Masters in management abroad. Is that a good career choice to change from engg. to management?

Yes, it's a great choice, especially for people who do not wish to spend an awful lot of their career in operations. If you have a Masters with HR specialisation, you would get preference for HR vacancies in engineering related companies. That's not to say that other options are not available.
