Firstly, give IELTS exam, then search for colleges that may give you admission considering you class 12th scores and IELTS bands. -
You have to take IELTS exam, which is very important without IELTS it's not possible to get admission in any foreign universities. I would suggest you to contact any good consultancy they can help you and guide you and surely help you for your admission.
