I'm completed Diploma nursing can I apply B.Sc. Nursing in distance education.

IGNOU is offering B.Sc. Nursing (Post Basic) course. The eligibility criteria is given below. Eligibility criteria : In-service Nurses (RNRM) having 10th class (Matriculation) or its equivalent with three years Diploma in General Nursing and Midwifery GNM with a minimum of five years of experience (after registration as RNRM) in the profession. (For males nurses who have not done midwifery in the GNM programme, should have a Certificate in any of the nursing courses of 6-9 months duration prescribed by the Indian Nursing Council in lieu of midwifery). So from above only in service Nurses are eligible for B.Sc. Nursing (Post Basic) course having an experience of minimum 5 years. So if you are in service Nurse and have minimum 5 years of experience than can be eligible for the asked course.
