I'm currently in the 1st-year in B.Tech in CSE but my current college is not good enough to teach CSE, how can I change my current college?
What should I do and what is the procedure that I should follow to change my current college to new college without joining as a fresher (means in 2nd year)?

See, changing current college doesn't guarantee that the next college in which you take admission is good and up to the mark of expectation and in almost all the government colleges teaching is not quite good. Hello, I live in hostel and my hostel life is similar to college life that is nightmare and also they don't allow to allot a single room hostel, because they have rules to stay with two others student for four years, so, what should I do, please tell me.

Yes, after completing your 1st year, you can take lateral entry admission in 2nd year. But if you want to change in this year then some college take entrance exam some provides direct exam. Please check the below link:
