I'm from Andhra Pradesh Board studying in class 12th. Am I eligible to write entrance exams of other states?

    Of course, yes. you can take up the entrance exams which are open for students from across the country. For example, COMEDK is an entrance exam that Karnataka state conducts to enroll students across India to join engineering colleges within the state. Do check it for the other states where you wish to apply for.
