I'm in my 3rd year of college. Can I still prepare for Masters in NIFT fashion designing entrance exam 2018?

You need to have an under-graduation degree in order to sit for the Masters entrance of NIFT. So, if you get your degree, by the time of the examination, then you can surely start preparing yourself for the entrance exam 2018.

Firstly NIFT has a 4-years of Bachelor of design programme and not 3-years. You can try for Pearl.
