I'm in the final year of civil engineering. What should I do to pursue MS in USA or UK?

I am a civil engineer and going to pursue my MS in civil engineering from Cornell University, USA this year. According to me, MS from the USA is better than UK. -
You need to take up IELTS for UK,for USA you need GRE and TOEFL. Some of the universities in USA accept IELTS though.Good score in GRE can fetch you scholarships.
