    Hi,
Graduate Aptitude Test of Engineering is somehow necessary for core branches like mechanical, civil and electrical for PSUs or doing M.Tech from a better college.
You can give 2 attempts of it after doing Bachelors degree. Then on the basis of SSC, HSC, UG grades and GATE score you will get the rank. If you have got a good rank under 500 you can get a call from PSUs or else you should go for M.Tech.

GATE preparation can be done in 6-8 months time. However, some people require more time. It is always better to start early (but not too early). So 3rd year of BE is a good time to start so that even if there are breaks in prep due to college semester exams, you can still prepare well.
