I'm planning to give NIOS on demand exam. Is it valued for graduation (12th science)? Do I need to go through any institute for it?

I have given exam in CBSE science from Dubai but I failed in physics re-compartment and also, I was planning to change the subject from physics to some other subject. Will that be alright? I'm planning to take admission in Mumbai, India.
