I'm planning to join PGDM Executive at Fore School of Management,Delhi. Will recruiter ask previous salary drawn and package depends on that?
I'm from a PSU and package is low as pay revisions in PSU's happens very rarely so I'm concerned about the placement packages. Are the recruiter going to ask for previous package drawn and placement package is going to be decided on that? What other factors are taken into account during placements?

No, your experience of the job and ability matters. Previous salary packages do not have influence over new packages anywhere.
