I'm pursuing B.E in civil engg .i'm planning to study ms abroad ,but little bit confused in deciding the country

my 12th aggr is 81%.B.e course will be completed by jun 2013.my aggr is 78%.i'm having ielts test on 2 mar.Regularly amonsgt the topper of my college.
