I completed my graduation with math Hons' from Burdwan University. Now I am doing M.sc From IGNOU. Am I elligible to do Ph.d in regular mode from any other recognized university?

You are eligible, provided you satisfy all the conditions of eligibility, as prescribed by the UGC.
