As far as I know, Jamia Milia islamia is one of the reputed and cheapest colleges to pursue engineering from. Other than that the govt colleges like NITs are cheaper than Pvt ones.

Yes it has a particular quota for muslims, but many non-muslims are admitted too. Some of my friends that are non-muslims are studying in Jamia and they rate it very good. Please visit their website for detailed fee structure.
