I am interested in doing part time course in chandigarh or near by either in MTECH (CSE ) or MBA (HR) please advice which is the best and suitable option for me and good institute to do thsi in 2012 , i know that this wont have any benefit in my position in company but for PHD i need masters

MTech CSE and MBA HR are two different streams altogether. In the long run I think MTech CSE will enable you to earn higher salary as compared to MBA HR.

The answer depends on your interests and skills.
If you are interested in computer science and are a technocrat, go for MTech-CSE. Best colleges for MTech are IISc, IITs, NITs
If you have good analytical and reasoning skills, go for management. Best options for MBA-HR are IIMs, XLRI, MDI, IMT, IMI,
