As far as I know, most universities in Canada require international students to provide proof of English proficiency, such as IELTS as a part of their application process for master's in nursing programs. However, there might be some exceptions depending on the university and programme. Here are some Canadian universities that may offer master's in nursing programs without requiring IELTS or other language proficiency tests, but please note that their policies may have changed since my knowledge cutoff date:
