Weightage of academics is appx. 25% of your application. GRE-TOEFL would have 30% weightage and SOP-LOR-PROJECTS / TRAINING / INTERNSHIP have around 15% weightage. So it is very important to score well in these tests if you don;t have good academics.

I think it is not possible and even the academic records are checked and it is justified ,because all records important in judging a candidate.
