I only got 59.33% in 12th. Can I apply for MIT without JEE exam marks?

Admissions to all engineering colleges in Tamil Nadu are based on marks obtained in 12th and not on any CET including JEE Mains. I am attaching a link that will give you all the required information about different aspects of the admission procedure in Tamil Nadu.
